Two round balloons in different sizes, white cotton string, PVA craft glue, a small amount of petroleum jelly, two shallow bowls, scissors and a protective table covering. For assembly and decoration, you need white thread, craft adhesive, a small cardboard support ring, black felt, orange and black cardstock, burgundy ribbon, forest green fabric and warm white battery-operated LED lights.
How to make it
Inflate one larger balloon for the body and one smaller balloon for the head. Apply a very thin coating of petroleum jelly to help release them later. Pass the cotton string through PVA glue, remove excess glue and wrap it around each balloon in varied directions. Create enough overlapping strands to support the shape while leaving visible gaps and a small access opening near each knot.
Allow both forms to dry completely until the string is rigid. Gently separate the balloon surfaces from the strands, then slowly deflate the balloons and pull them through the openings.
Secure the larger shell to the small cardboard support ring. Feed the LED wire into both shells, distributing it loosely and keeping the battery pack accessible behind the decoration. Place the head above the body and tie several touching strands together with white thread, adding small dots of adhesive at the joins.
Make a lightweight black cardstock top hat and add its burgundy band. Attach the felt eyes, orange cone nose and buttons to intersecting strands. Tie the forest green scarf loosely around the neck without compressing the shells. Let the adhesive dry before switching on the lights.
